La Fondation Frantz Fanon transmet une tribune écrite par un des membres du bureau de la Fondation, Moussa Tchangari, informant sur la décision prise par OXFAM Novib de couper toute relation avec l’association nigérienne Alternative Espaces Citoyens, dont il est le secrétaire général. Cette décision est d’autant plus incompréhensible qu’elle met d’une part, en péril le travail essentiel d’Alternative Niger, espaces Citoyens qui se bat pour la défense des droits humains et que d’autre part, Oxfam Novib a toujours été un acteur des Forums sociaux mondiaux, donc engagé dans la lutte pour les droits humains alors que certains Etats cherchent à museler ces organisations qui oeuvrent pour une démocratie juste et de paix.
Quand OXFAM Novib s’aligne sur le gouvernement contre une organisation de défense des droits de l’Homme au Niger
Après onze (11) ans de partenariat, l’ONG néerlandaise OXFAM Novib a décidé, le 22 mars dernier, de couper tout rapport partenarial avec l’association nigérienne Alternative Espaces Citoyens. Cette décision a été prise par la Directrice générale d’OXFAM Novib, Mme Farah Karimi, pour sanctionner un appel à chasser de son bureau le Président de la République du Niger qu’aurait lancé le Secrétaire général d’Alternative Espaces Citoyens à l’occasion d’une manifestation citoyenne tenue à Niamey le 21 décembre 2016. Dans un parfait anglais, la patronne d’OXFAM Novib à La Haye écrit : “lt is my understanding that during the gathering of Niger citizens you made a call for chasing the President of the Republic of Niger away from his office”.
Selon Mme Karimi, qui tient cette information d’une source qu’elle n’a pas jugé utile de révéler dans sa lettre, un tel appel n’est pas une simple opinion ; c’est un comportement déviant qu’elle doit absolument sanctionner de la façon la plus énergique pour bien montrer que l’organisation qu’elle dirige s’en démarque clairement. “Such a call is not acceptable to Oxfam Novib, that stands for upholding the democratic values as the only viable way of solving societal issues and finding meaningful solutions”, soutient-elle ; non sans exprimer sa profonde indignation par cette belle formule : “A call for overthrowing the government or the President is deemed irreconcilable with Oxfam’s mandate and not something we expect to come from a partner with whom we have maintained a cordial relationship for over 8 years”.
Ainsi, en rompant toute relation de partenariat avec l’association Alternative Espaces Citoyens, la Directrice générale d’OXFAM Novib se pose en défenseure de la démocratie au Niger ; totalement sûre qu’il ne peut venir à l’esprit d’aucun démocrate, au Niger comme aux Pays-Bas et ailleurs, de condamner sa prise de position contre la déviance d’un partenaire qu’elle croyait acquis également à la cause de la démocratie. Le seul problème, c’est que Mme Farah Karimi ne s’est pas assurée de la véracité et de la solidité de cette accusation qui lui a été probablement soufflée à l’oreille, lors de sa visite à Niamey en février dernier, par le Ministre de l’intérieur, Mohamed Bazoum. Coutumier de telles accusations contre Alternative Espaces Citoyens et d’autres organisations de la société civile, dont l’engagement et l’activisme le dérangent particulièrement, ce dernier s’était déjà plaint auprès du Directeur d’OXFAM au Niger, le jour même de la manifestation du 21 décembre 2016.
Convaincue qu’un Ministre de la République ne peut pas raconter des histoires à une grande dame comme elle, qui dirige une des plus puissantes ONGs au monde, Mme Karimi n’a pas cherché à connaitre la version d’Alternative, ni pendant son séjour au Niger, ni après son retour à La Haye. Elle a considéré donc que ce qu’elle a entendu de la bouche d’une source aussi officielle n’a pas besoin d’être vérifié auprès du partenaire mis en cause ; car, chercher à vérifier ces allégations revient en quelque sorte à commettre un véritable crime de lèse-majesté à l’endroit des « autorités démocratiques » du Niger. En tout cas, on retiendra que la Directrice générale d’OXFAM Novib a préféré quitter Niamey sans rien souffler de toute cette histoire au partenaire de onze (11) ans, probablement pour ne pas avoir à entendre un démenti formel susceptible de l’embarrasser.
En effet, il a fallu attendre le 22 mars dernier pour que la patronne d’OXFAM Novib sorte son argument sorcier pour justifier une rupture dont elle avait probablement déjà formé l’idée dans le bureau du Ministre de l’intérieur nigérien ; c’est dire donc que pendant presque trois (3) semaines elle a dû certainement hésiter, essayant de voir s’il n’est pas possible de trouver un autre argument plus sorcier pour aller vers cette « rupture libératrice ». Ce jour là, c’est une lettre de réclamation de l’association Alternative Espaces Citoyens qui lui fournira une bonne raison de mettre fin à ses hésitations et tergiversations. Cette lettre est une irrévérence de plus de la part de cette organisation subversive, qui s’est crue en droit de protester contre les velléités d’OXFAM de lui dénier ses droits dans le cadre de deux projets communs, l’un financé par le Ministère néerlandais des Affaires Étrangères, et l’autre par un organisme lié à la Banque mondiale dénommé GPSA.
Ainsi, la rupture d’avec l’association Alternative Espaces Citoyens est devenue, à partir de ce jour-là, une affaire particulièrement intéressante aux yeux de Farah Karimi ; car, outre le fait de contenter le Ministre nigérien de l’Intérieur, cela lui permet aussi de trouver une habile porte de sortie concernant deux projets communs d’importance : d’abord, exclure Alternative de la mise en œuvre d’un programme dénommé Strategic Partnership-Conflits et fragilités , financé par le Ministère Néerlandais des Affaires étrangères et auquel elle a largement contribué depuis le début du processus de son élaboration jusqu’à sa révision quelques jours seulement avant l’annonce de la rupture ; et ensuite, ne pas donner suite à la perspective de signature d’un contrat pour la mise en œuvre du projet « Strengtening the social contract in Niger, Budgets are more than money in money out » , projet capital pour l’association dans le cadre de son travail d’analyse critique et de mobilisation citoyenne autour de l’allocation des ressources publiques au Niger.
Cependant, la Directrice générale d’OXFAM Novib s’est gardée, sans doute par mesure de précaution, de mettre fin au projet dénommé « Culture pour le changement, participation citoyenne des femmes et des jeunes » , qui est l’unique initiative conjointe en cours de mise en œuvre ; car, il s’agit là d’un projet pratiquement arrivé à son terme et qui est financé essentiellement par l’Union Européenne, un bailleur de fonds face auquel même la toute puissante OXFAM Novib ne peut se permettre de rompre un contrat sur des bases aussi fallacieuses. Le caractère fallacieux de la raison invoquée par la Directrice générale d’OXFAM Novib ne peut évidemment échapper à personne ; mais, il est important de souligner avec force qu’à aucun moment, ni au cours de la manifestation du 21 décembre 2016, ni au cours d’aucun autre événement public ou privé, un appel au renversement du Président n’a été lancé ni par un responsable d’Alternative Espaces Citoyens, ni même par un quelconque membre de l’organisation.
Bien entendu, il n’est pas nécessaire d’insister ici sur le fait que l’association Alternative Espaces Citoyens, tout comme OXFAM Novib ou d’autres organisations de la société civile, est attachée aux principes et valeurs de la démocratie et de l’état de droit. Le combat de cette association, depuis toujours, s’est inscrit dans le cadre de la légalité ; et jamais, même lorsqu’elle a été victime d’injustices diverses en raison de son combat pour un Niger plus juste, elle n’a cédé à la tentation de sortir de la voie démocratique et d’embrasser d’autres options. L’engagement d’Alternative en faveur de la démocratie n’est pas d’ailleurs méconnu d’OXFAM Novib ; même si sa Directrice générale, Mme Farah Karimi, a gravement mis en doute l’esprit de responsabilité de l’association dans sa lettre de rupture. C’est d’ailleurs l’engagement, l’esprit critique et la combativité d’Alternative qui avaient guidé OXFAM Novib à tisser un partenariat avec cette organisation.
Le document « Analyse des opportunités et risques », élaboré en octobre 2006 par OXFAM, décrit en détails les qualités d’Alternative Espaces Citoyens, ainsi que les risques liés à un partenariat avec une organisation militante qui n’était guère appréciée par les autorités gouvernementales de l’époque ; mais, à l’époque, Novib était très loin de ce que Farah Karimi veut en faire aujourd’hui, c’est-à-dire une organisation plus attentive aux sollicitations des autorités qu’aux luttes légitimes menées par ses partenaires. En d’autres temps, OXFAM Novib aurait certainement cherché à comprendre pourquoi des milliers de personnes sont descendues dans les rues de Niamey, un jour de décembre 2016, à l’appel des organisations de la société civile ; et eu égard aux points contenus dans la plate-forme revendicative de ces organisations, elle aurait au moins marqué sa surprise d’entendre une autorité présenter cette manifestation citoyenne comme une action anti-démocratique.
En tout cas, Alternative Espaces Citoyens sait faire, même dans ces circonstances tristes, la part des choses ; elle sait que les positions défendues par Mme Karimi ne sont pas nécessairement celles de l’organisation qu’elle dirige et qui a toujours été à ses côtés. C’est le lieu de mentionner ici que plusieurs personnes au sein d’OXFAM Novib ont été surprises par la décision de rupture prise par la patronne ; certaines ont été même profondément indignées par le caractère fallacieux des raisons qu’elle a invoquées. « Comment OXFAM Novib peut-elle indexer et mettre en danger ses propres partenaires dans le contexte d’un pays où il y a seulement quelques jours plusieurs personnes civiles croupissant depuis plus d’une année dans les prisons sous l’accusation d’un complot contre le Président de la République, n’ont pu recouvrer leur liberté que grâce à un non-lieu prononcé par un juge ? », s’est interrogé fort justement un ancien cadre de l’organisation.
C’est là une question qui mérite bien d’être posée, compte tenu du fait que des telles accusations ont souvent servi d’alibis pour emprisonner des acteurs de la société civile ; comme ce fut le cas en mars 2005 au lendemain des manifestations contre la vie chère et en mai 2015 à la suite de la publication par Alternative d’un rapport dénonçant l’évacuation forcée des populations riveraines du lac Tchad. Entre 2001 et aujourd’hui, il est important de noter que le Secrétaire général de l’association Alternative Espaces Citoyens a fait plusieurs séjours en prison et autres lieux de détention sous diverses accusations ; mais, jamais il n’a fait l’objet d’une quelconque condamnation par la justice nigérienne qui, à chaque fois, l’a remis en liberté lui permettant de poursuivre ses activités. En mai 2015, accusé par le Ministre de l’intérieur d’association de malfaiteurs en lien avec une entreprise terroriste, en l’occurrence Boko Haram, il a été remis en liberté provisoire, après dix (10) jours de détention à la Cellule anti-terroriste à Niamey ; même si le procureur a retenu contre lui, sans aucun élément solide, l’accusation d’atteinte à la défense nationale, un crime passible de la peine de mort selon le code pénal nigérien.
Il importe de souligner que cette cabale faisait suite à la publication par l’association Alternative Espaces Citoyens d’un rapport critique sur l’évacuation forcée des milliers de personnes vivant dans le lit du lac Tchad au Niger. Ce rapport de monitoring, qui dénonçait cette évacuation comme une violation majeure des droits humains, avait irrité certains milieux gouvernementaux nigériens ; mais, personne au sein du gouvernement ou d’autres institutions n’a apporté le moindre élément indiquant que les informations contenues dans ce rapport étaient fausses ou tronquées. Le traitement injuste réservé à l’association Alternative Espaces Citoyens dans le cadre de cette affaire avait fait l’objet d’une vive condamnation tant au Niger qu’à l’extérieur du pays ; et à Niamey, plusieurs milliers de personnes ont manifesté le 6 juin 2015 pour soutenir Alternative Espaces Citoyens, mais aussi le Mouvement pour une citoyenneté responsable (MPCR), dont le responsable avait été également arrêté suite à une prise de position sur le même sujet. C’est le lieu de rappeler qu’à l’époque OXFAM au Niger n’a pas failli à son devoir de solidarité à l’endroit d’Alternative Espaces Citoyens ; car, le rapport pour lequel cette association était ainsi harcelée s’inscrivait dans le cadre d’un travail de veille citoyenne en période de conflits qu’elle soutenait dans la région de Diffa.
Quoi qu’il en soit, il importe de noter que si la Directrice générale d’OXFAM Novib, Mme Farah Karimi, a pu agir de cette façon, c’est sans doute parce qu’elle est très sûre qu’elle ne fait courir aucun risque ni à son organisation ni à sa propre personne. Le rapport de forces est clairement en sa faveur, puisque Alternative Espaces Citoyens a très peu de chance de se faire entendre. Certes, elle peut toujours décrier, sur tous les toits et dans toutes les instances, une décision inique et injuste ; mais, elle n’a certainement pas les moyens de se payer les services d’un avocat en Europe, de se rendre aux Pays-Bas et de saisir le tribunal de La Haye, seul compétent pour arbitrer les conflits entre OXFAM Novib et ses partenaires. Le seul moyen en possession d’Alternative, et ce n’est pas rien, c’est la sympathie que nourrissent à son égard de nombreuses personnes au Niger et ailleurs qui savent que son travail, qui a été soutenu pendant onze (11) ans par OXFAM, a permis de faire bouger les lignes dans beaucoup de domaines.
Ce rapport de forces assez déséquilibré à certains égards, Farah Karimi en est parfaitement consciente ; elle sait aussi très bien qu’il n’y a qu’une petite chance sur mille que l’opinion néerlandaise soit au courant de ses agissements. La seule chose qu’elle ignore (Dieu merci, elle ne sait pas tout et elle ne peut pas tout prévoir), c’est que l’association Alternative Espaces Citoyens peut judicieusement utiliser cette unique petite chance sur mille pour sonner l’alerte auprès de tous ceux qui, au sein et à l’extérieur d’OXFAM Novib, sont soucieux de la réputation de cette belle organisation et qui sont épris d’un sens de la justice. C’est cela l’objet de cet article qui, nous l’espérons, sera repris et traité par des confrères néerlandais ; mais, il convient de préciser que cet article s’adresse surtout à tous ceux qui au Niger même se battent pour que leur pays ne sombre pas dans l’injustice. C’est-à-dire les milliers de personnes qui, le 21 décembre 2016, ont manifesté pacifiquement à Niamey contre la mauvaise gouvernance, la corruption et les violations des droits humains ; des milliers de personnes qui ne veulent rien d’autre que de voir leur pays quitter le dernier rang mondial en matière de développement humain, et leur État assumer ses obligations en matière d’éducation, de santé, d’alimentation et d’emploi.
En conclusion, et pour ceux qui n’auront pas saisi toute la gravité de cette décision contre laquelle Alternative Espaces Citoyens se donnera les moyens de se battre jusqu’au bout, il n’est pas superflu de faire la comparaison avec une situation très courante au Niger, à savoir la répudiation, qui rend malheureuses de nombreuses femmes. La répudiation dans une vie de couple c’est une décision unilatérale et irrévocable d’un époux consistant à se séparer d’une femme avec laquelle il a vécu parfois pendant des longues années et avec laquelle il peut même avoir eu de nombreux enfants. La rupture décidée par Farah Karimi n’est plus ni moins qu’une répudiation, tant dans sa forme que dans son fond ; car, il s’agit d’une décision unilatérale et irrévocable prise par une seule partie pour des motifs qui n’ont fait l’objet d’aucune discussion préalable avec l’autre partie. Le partenaire, congédié unilatéralement, perd tous ses droits sur tous les projets communs ; mais, Dieu merci, OXFAM Novib n’a pas au Niger qualité et pouvoir pour jeter en prison ou dissoudre des partenaires mal-pensants.

The Frantz Fanon Foundation transmits a paper written by one of the members of the Foundation’s office, Moussa Tchangari, informing on the decision taken by OXFAM Novib to cut all relations with the Nigerian Association Alternative Citizens’ Spaces, of which he is the secretary general. This decision is all the more incomprehensible because it puts at risk the essential work of Alternative Niger, spaces Citizens fighting for the defense of human rights and on the other hand, Oxfam Novib has always been an actor of the World Social Forum, therefore engaged in the struggle for human rights while some states try to muzzle these organizations that work for a fair democracy and peace.
When OXFAM Novib aligns itself with the government against a human rights organization in Niger
After eleven (11) years of partnership, the Dutch NGO OXFAM Novib decided, on March 22, 2017 to cut off all partnership relationship with the Nigerien Association Alternative Citizens’ Spaces (Alternative Espaces Citoyens). This decision was taken by the Executive Director of OXFAM Novib, Mrs. Farah Karimi, to sanction a call to chase from his office the President of the Republic of Niger that was allegedly made by the Secretary General of Alternative Citizens Spaces during a citizen demonstration held in Niamey on December 21, 2016. In perfect English, the head of OXFAM Novib in The Hague writes : « it is my understanding that during the gathering of Niger citizens you made a call for chasing the President of the Republic of Niger away from his office « .
According to Mrs. Karimi, who holds this information from a source she did not find useful to reveal in her letter, such a call is not a simple opinion ; it is a deviant behavior that she must absolutely sanction in the most energetic way to show that the organization she runs clearly stands out. “Such a call is not acceptable to Oxfam Novib, which stands for democratic values as the only viable way of solving societal issues and meaningful solutions », she argues ; not without expressing her deepest indignation by this beautiful formula : « A call for overthrowing the government or the President is deemed irreconcilable with Oxfam’s mandate and not to be expected from a partner with whom we have maintained a cordial relationship for over 8 years’’.
In this way,while completely severing the partnership with Alternative Espaces Citoyens, the Executive Director of OXFAM Novib poses as a defender of democracy in Niger ; totally sure it can never come to the mind of any democrat in Niger, as in the Netherlands and elsewhere, to condemn her stand against the deviance of a partner whom she also believed acquired to the cause of democracy. The only problem is that Mrs. Farah Karimi did not confirm the veracity of this accusation which was probably whispered to her during her visit to Niamey last February by the Minister of the Interior, Mohamed Bazoum. It is not the first time that such accusations against Alternative Espaces Citoyens and other civil society organizations, whose involvement and activism particularly disturbs him, were made by the Minister of the Interior, who had already complained to the Director of OXFAM in Niger on the very day of the demonstration of December 21, 2016.
Convinced that a Minister of the Republic cannot tell stories to a great lady like her, who heads one of the most powerful NGOs in the world, Mrs. Karimi did not seek to know the version of Alternative, neither during her stay In Niger, nor after her return to The Hague. She therefore considered that what she heard from such an official source did not need to be verified with the partner in question ; because trying to verify these allegations amounts in a way to committing a real lèse-majesté crime against the « democratic authorities » of Niger. In any case, it should be noted that the Executive Director of OXFAM Novib preferred to leave Niamey without saying anything about this story to the partner of eleven (11) years, probably not to have to hear a formal denial likely to embarrass her.
Indeed, it was only on March 22 that the patroness of OXFAM Novib emerged with her wizardly argument to justify a break off that she had probably already shaped the idea in the office of the Minister of the Interior of Niger ; so for almost three (3) weeks she must have hesitated, trying to see if it is not possible to find another more wizardly argument to move towards this « liberating break off. » That day, it is a letter of complaint from the Association Alternative Espaces Citoyens that will provide her with a good reason to put an end to her hesitations and procrastination. This letter is an additional irreverence on the part of this subversive organization, which believed to be entitled to protest against the wishes of OXFAM to deny its rights in the framework of two joint projects, one financed by the Dutch Ministry of Foreign Affairs and the other by an organization linked to the World Bank called GPSA.
Thus, the break off with the Association Alternative Espaces Citoyens has become, from this day onwards, a particularly interesting case in the eyes of Farah Karimi ; because besides satisfying the Nigerien Minister of the Interior, it also allows her to find a clever way out of two important joint projects : first, to exclude Alternative from the implementation of a program called Strategic Partnership-Conflict and Fragility , financed by the Dutch Ministry of Foreign Affairs and to which Alternative has contributed widely since the beginning of the process of its elaboration until its revision just a few days before the announcement of the break off ; and then, not to give a follow up to the prospect of signing a contract for the implementation of the project « Strengthening the social contract in Niger, Budgets are more than money in money out’’ , an important project for the association in the framework of its work of critical analysis and citizen mobilization around the allocation of public resources to Niger.
However, the Executive Director of OXFAM Novib has not, probably as a precautionary measure, put an end to the project called « Culture for Change, Citizen Participation of Women and Young People », which is the only joint initiative being in implementation ; because this is a project that has almost come to an end and which is financed mainly by the European Union, a donor against whom even the all powerful OXFAM Novib cannot afford to break a contract on such fallacious basis. The fallacious character of the reason invoked by the Executive Director of OXFAM Novib cannot obviously be missed by anyone ; but it is important to stress that at no time during the demonstration on December 21, 2016 or during any other public or private event, a call to overthrow the President was made by an official of Alternative Espaces Citoyens, or even by any member of the organization.
Of course, it is not necessary to stress here that Alternative Espaces Citoyens, like OXFAM Novib or other civil society organizations, is committed to the principles and values of democracy and democratic State. The struggle of this association has always been within the framework of legality ; and never, even when it was the victim of various injustices because of its fight for a more just Niger, it has given in to the temptation to break out of the democratic path and embrace other options. OXFAM Novib should not fail to recognize Alternative’s commitment to democracy ; even though the Executive Director, Mrs. Farah Karimi, seriously questioned the spirit of responsibility of the association in its letter of break off. It was the commitment, the critical spirit and combativeness of Alternative that had guided OXFAM Novib to have a partnership with this organization.
The document ‘’Analysis of opportunities and risks Analysis,’’ developed in October 2006 by OXFAM, describes in detail the qualities of Alternative Espaces Citoyens, as well as the risks associated with a partnership with a activist organization that was not appreciated by the government authorities of that time ; but at that time, Novib was far from what Farah Karimi wants to do today, that is, an organization more attentive to the solicitations of the authorities than to legitimate struggles led by its partners. In other times, OXFAM Novib would certainly have sought to understand why thousands of people took to the streets of Niamey, one day in December 2016, at the call of the civil society organizations ; and in regard to the points contained in the platform of these organizations, she would at least have expressed her surprise to hear an authority to present this citizen demonstration as an anti-democratic action.
In any case, Alternative Espaces Citoyens knows how to do, even under these sad circumstances, to decipher things ; the association knows that the positions defended by Mrs. Karimi are not necessarily those of the organization she runs and has always been at its side. It is time to mention here that several people within OXFAM Novib were surprised by the decision of break off taken by the patroness ; some were even deeply indignant at the fallacious nature of the reasons she invoked. « How can OXFAM Novib index and endanger its own partners in the context of a country where only a few days ago several civilians who languished for more than a year in prisons on charges of conspiracy against the President of the Republic, were able to recover their freedom only through a dismissal of their case by a judge for lack of tangible proof ?’’, wondered a former official of the organization.
This is a question that deserves to be asked, considering that such accusations have often served as an alibi for imprisoning civil society actors ; as it was the case in March 2005 in the aftermath of the demonstrations against the high cost of living and in May 2015 following the publication by Alternative of a report denouncing the forced evacuation of the populations bordering the Lake Chad. Between 2001 and today, it is important to recall that the Secretary General of the Association Alternative Espaces Citoyens has made several stays in prison and other places of detention under various charges ; but he has never been the subject of any condemnation by the Nigerien justice which, on each occasion, has released him to allow him to continue his activities. In May 2015, accused by the Ministry of the Interior of criminal association in connection with a terrorist enterprise, in this case Boko Haram, he was provisionally released after ten (10) days’ detention at the Anti-Terrorist Unit in Niamey ; even if the prosecutor has retained against him, without any solid element, the charge of attacking the national defense, a crime punishable by death penalty according to the Nigerien penal code.
It is important to note that this plot followed the publication by the association Alternative Espaces Citoyens of a critical report on the forced evacuation of thousands of people living in the bed of the Lake Chad in Niger. This monitoring report, which denounced this evacuation as a major violation of human rights, had irritated some Nigerien government circles ; but no one in the government or any other institution has indicated that the information contained in this report was false or truncated. The unfair treatment of Alternative Espaces Citoyens in this case was strongly condemned both in Niger and outside the country ; and in Niamey, several thousands of people demonstrated on June 6, 2015 to support Alternative Espaces Citoyens, but also the Movement for Responsible Citizenship (MPCR), whose leader had also been arrested following a statement on the same subject. It is an occasion to remember that at that time OXFAM in Niger did not fail in its duty of solidarity with the Alternative Espaces Citoyens ; because the report for which the association was harassed was part of a citizen watch in a time of conflict that it supported in the Diffa region.
Be that as it may, it is important to note that if the Executive Director of OXFAM Novib, Ms. Farah Karimi, could act in this way ; it is undoubtedly because she is very sure that there is no risk for herself or for her organization. The power balance is clearly in her favor, since Alternative Spaces Citoyens has very little chance to make its voice heard. Certainly, Alternative can always deplore, on all the roofs and in all the authorities, an iniquitous and unjust decision ; but, it does not certainly have the means of treating to the services of a lawyer in Europe, of going to the Netherlands and of seizing the court of the Hague, only qualified to arbitrate the conflicts between OXFAM Novib and its partners. The only means in possession of Alternative is the favorable reputation of the association amongst many people in Niger and elsewhere who know that its work, which has been supported for eleven (11) years by OXFAM, and wich has enabled progress in many domains.
Mrs.Farah Karimi is perfectly conscientious of this unbalanced enough power struggle in certain regards ; it is also very well known that there is only one small chance out of one thousand that the Dutch people be informed about her machinations. The only thing which she is unaware of, is that the Association Alternative Espaces Citoyens can judiciously use this single small chance out of one thousand to sound the alarm towards all those who, within and outside OXFAM Novib, are concerned with the reputation of this beautiful organization and who are animated by the sense of justice. This is the aim of this article which, we hope, will be considered and treated by the Dutch colleagues ; but, we also have to point out that this article is addressed especially to all those who, even in Niger fight so that their country does not sink into injustice. That is the thousands of people who, on December 21st, 2016, demonstrated peacefully in Niamey against bad governance, corruption and the violations of human rights ; the thousands of people who want anything else, but only to see their country leaving the last world rank as regards human development, and their State to assume its obligations as regards education, health, food and employment.
In conclusion, and for those who will not have seized all the gravity of this decision against which Alternative Espaces Citoyens will give itself the means of fighting until the end, it is not superfluous to make the comparison with a very current situation in Niger, namely repudiation, which makes unhappy many women. Repudiation in a life of a couple is a unilateral and irrevocable decision of a husband consisting in separating from a woman with whom he lived sometimes for long years and with which he may have even had many children. The break off decided by Farah Karimi merely amounts to a repudiation, in its form as well as in its content ; because, it is about a unilateral and irrevocable decision made by only one party for reasons which were not preliminarily discussed with the other party. The partner, unilaterally repudiated, loses all his rights on all the joint projects ; but, we thank God, OXFAM Novib does not have in Niger, the authority and capacity to throw into prison or to dissolve unorthodox partners.
