La Fondation Frantz Fanon aurait aimé se plier au traditionnel échange des vœux et souhaiter, comme elle le fait depuis 17 ans, une bonne et heureuse année décoloniale et combative à toutes les personnes suivant son travail.
Au regard des événements qui ont parcouru l’année 2023, avec une accélération dramatique pour le peuple palestinien et plus généralement pour tous les damnés luttant pour une alternative politique décoloniale, il est irraisonnable de penser que 2024 sera l’année du changement du paradigme de la domination.
La folie du monde, de leur monde, mène les peuples vers un chaos prévisible; non seulement pour des raisons écologiques ou environnementales mais d’abord parce que le système capitaliste est parvenu à déréguler nos vies, à délégitimer l’ensemble des droits économiques, sociaux et culturels et des droits politiques et civils, mais aussi à délégitimer le droit international construit pour réguler les rapports de force. L’idéologie de la Modernité eurocentrée portée par le monde blanc ne cesse d’accoucher de monstres toujours plus atroces; ainsi du génocide, dont sont victimes les Palestiniens de Gaza, et plus généralement l’ensemble des Palestiniens -peuple occupé et colonisé depuis la Nakba-, qui veut que chaque jour, nous assistions à la mise à mort d’un peuple, déclaré illégitime au nom d’une histoire fantasmée et abandonné par une communauté internationale qui perdu le sens du commun.
Le régime occupant et colonisateur n’a-t-il pas reçu, depuis plus de 70 ans, le permis de tuer, d’occuper, d’expulser, de torturer et de commettre bien d’autres crimes de guerre sous le regard quasi passif d’une communauté internationale qui a oublié ses obligations sous le regard des Nations et qui a favorisé le statut d’impunité d’un Etat criminel au regard des normes impératives du droit international et du droit international humanitaire ? Mais ce n’est pas le seul, et pourtant c’est le seul dont les media s’emparent avec un appétit de voyeur et une analyse si mensongère qu’il faut faire preuve d’esprit critique pour ne pas tomber dans les ornières de l’ignoble.
Dans ces discours, le responsable est toujours le Palestinien, terroriste patenté; il est, dès lors normal de le chasser, de le tuer et d’en faire la Une des journaux télévisés depuis octobre dernier. Quand six millions d’Africains sont tués dans la région du Congo, aucune couverture médiatique ne vient relayer que l’exploitation commerciale du coltan engendre une militarisation de la région. Et qu’une fois de plus ce sont les populations qui paient. Leur sang n’est pas assez compréhensible.
Les media se réveillent lorsqu’une guerre prétend opposer des civilisés à des sauvages; défendre les civilisés est moralement vendable, compter le nombre de sauvages tués devient alors une donnée quotidienne. Et les media se repaissent du sang du barbare, pensant ainsi participer à une œuvre cathartique devant sauver leur monde de sa déchéance.
Si nous voulons comprendre comment un tel génocide éclate contre un peuple illégalement occupé et peut se dérouler sans trop de protestations, si ce n’est celles des organisations et associations luttant pour le droit des peuples à l’autodétermination et à la souveraineté politique et celle des personnes dont la réalisation d’un tel acte illicite heurte le sens de l’humain, il nous faut accepter que les bases sur lesquelles notre “humanité” s’est construite sont le mensonge ontologique, un rapport au vrai contrarié, assorti d’une force de persuasion faisant passer pour vrai ce qui ne l’est pas.
Souvenons-nous de la catastrophe vécue par les peuples tués et esclavagisés par les colons, nouveaux découvreurs de territoires aux ressources naturelles innombrables soutenus par leurs royautés respectives dans leur opération de génocide visant les peuples indigènes et dans la commission de crimes contre l’humanité. Tout cela au nom d’un mensonge ignoble qui a structuré la société actuelle et l’a construite sur des croyances qui ont créé le lit du racisme institutionnel : les Africains ne pouvaient appartenir au genre humain, à cause de la pigmentation de leur peau, pas plus que les peuples indigènes dénués d’âme, d’État ou de culture reconnaissable.
Et cette éthique du mensonge continue de structurer nos sociétés au nom du profit capitaliste et libéral: les migrants profitant de nos systèmes sociaux avantageux; les musulmans voulant imposer l’islam aux non-musulmans; les Palestiniens voulant éradiquer les Juifs et la liste serait longue…
Ethique du mensonge devenue une seconde nature et devenue vraie au point d’être adoptée en dehors de ce pays et devient même la ligne forte d’un système bâti sur l’oppression, la colonisation et la mise en place d’une politique d’apartheid.
N’est-ce pas ce que les colons israéliens et leur gouvernement fantasment en assurant que l’ensemble des Palestiniens ne sont pas légitimes sur leurs terres? ce mensonge s’est trouvé renforcé par les actes commis en septembre 2001 aux Etats-Unis. Les gouvernements israéliens successifs ont embrayé le pas en déclarant que l’ensemble des Palestiniens terroristes, où qu’ils soient, suivant une doctrine théorisée depuis le début des années 1980 par Bension Netanyahou et son fils Benjamin, actuel premier ministre israélien, au sein du think-tank d’extrême-droite Jonathan Institute[1].
L’identité du Palestinien ne doit plus exister, pas plus que sa culture, qui est préemptée par le colonisateur et lorsqu’elle résiste trop, les murs du théâtre tombent, les responsables administratifs sont arrêtés ou tués lors d’incursion de l’armée d’occupation, ainsi du théâtre de Jénine.
Pour ceux qui travestissent la réalité par un fantasme mensonger, les Palestiniens sont les ennemis; dès lors rien ne peut plus les contredire, puisque c’est donné pour vrai, à la théâtralisation de leur mise à mort. Le monde jette un œil, mais détourne pudiquement le regard face à l’horreur. Il n’y a pas de mot pouvant redonner une âme à ce qui a été commis, à ceux qui l’ont commis ou qui l’ont laisssé commettre, alors qu’une partie de l’histoire de l’Etat d’Israël s’est construite à partir d’un génocide pour lequel les responsables ont dû, légalement, répondre de leurs actes. Le sionisme pense-t-il, avec ce génocide, avoir atteint son acmé ? le réveil risque d’être difficile, il faudra contempler l’abjection, l’indignité et l’inhumanité commises.
Ceux qui ont été à la manœuvre durant ce génocide seront-ils un jour traduits devant la Cour pénale internationale ? Rien n’est moins sûr, tant le système de domination est capable de trouver des élans pouvant lui assurer de sauver les pires criminels par une pratique de l’impunité initiée, au moment des abolitions.
Le système avait alors préféré sauver l’entreprise ‘plantations’ plutôt que de punir les responsables de crimes contre l’humanité et de génocide.
Si, au moment des abolitions, seuls les criminels ont reçu des compensations alors que les victimes n’ont eu d’autre choix que de quitter la plantation pour y revenir afin d’échapper à la loi contre le vagabondage et de devenir les travailleurs précaires de leurs anciens propriétaires, l’Etat israélien, quant à lui, alors qu’il commet, depuis plus de 75 ans, un nombre innombrable de crimes de guerre, de nettoyage ethnique, de génocide, reçoit des aides financières et du matériel militaire de pays occidentaux qui ne savent comment faire oublier le crime de lèse humanité commis par des Blancs contre d’autres Blancs durant la seconde guerre mondiale. Ces Etats savent qu’ils doivent garantir la paix et la sécurité et qu’ils ne doivent participer, d’aucune manière, à la violation des droits fondamentaux par le soutien ou l’aide à la commission d’acte illicite, sinon ils prennent la responsabilité d’être poursuivis pour complicité de commission de génocide, crimes de guerre et crimes contre l´humanité tels que définis dans le Statut de Rome (art. 7/8) et dans la Convention sur la prévention et la répression du crime de génocide (art.3-e).
Les Palestiniens ont compris depuis bien longtemps qu’il ne leur était proposé que des plans en faveur de l’occupant et non dans le respect du droit à l’autodétermination et de la souveraineté politique et nationale. Ce qui en dit long sur la nature des relations internationales qui se trouvent ébranlées par l’argument donnant à l’Etat d’Israël le droit de se défendre. A-t-il le droit d’occuper un peuple, d’emprisonner un peuple, de torturer un peuple, d’imposer l’apartheid à un peuple, de génocider un peuple ?
Cet Etat a-t-il le droit de décider de l’avenir de Gaza dans un entre-soi sordide et raciste avec ceux qui mènent le monde à sa perte, sans même consulter les Palestiniens ? Mais n’est-ce pas habituel ? Cela ne s’est-il pas produit lorsqu’à Berlin, en 1885, les colonisateurs se sont partagés le continent africain ?
La tragédie vécue par le peuple palestinien engage à ne jamais céder à la facilité dans la compréhension de l’histoire mais à tirer des fils, fussent-ils improbables, car nous n’en avons pas encore fini avec les conséquences de ce que furent les « Grandes Découvertes » à partir de 1492. Leur analyse permet de comprendre où nous en sommes et de l’importance d’un processus décolonial pour des réparations politiques et collectives des crimes commis durant la colonisation, la mise en esclavage et pour les conséquences innombrables vécues par les personnes d’ascendance africaine et les Africains.
Si la Fondation Frantz Fanon devait souhaiter des vœux, ils porteraient sur l’urgence pour les damnés de se mobiliser pour construire un processus décolonial collectif pour les réparations. Ce n’est que par nous-mêmes et pour nous-mêmes, damnés d’entre les damnés, que nous pourrons exiger de ce monde qui nous hait qu’il change son paradigme de la domination. Une voix, une voie pour la Palestine.

The Genocide in Palestine and the colonial lie
The Fondation Frantz Fanon would have liked to bow to the traditional exchange of greetings and wish, as it has done for 17 years, a happy decolonial and combatant New Year to all those who follow its work.
In view of the events that have unfolded in 2023, with dramatic acceleration for the Palestinian people and more generally for all the damned fighting for a decolonial political alternative, it is unreasonable to think that 2024 will be the year of the paradigm shift of domination.
The madness of the world, of their world, is leading people towards foreseeable chaos; not only for ecological or environmental reasons, but first and foremost because the capitalist system has succeeded in deregulating our lives, delegitimizing all economic, social and cultural rights, as well as political and civil rights, and also delegitimizing the international law built to regulate power relations. The ideology of Eurocentric Modernity carried by the white world never ceases to give birth to ever more atrocious monsters, such as the genocide suffered by the Palestinians of Gaza, and more generally by all Palestinians – an occupied and colonized people since the Nakba – which means that every day we witness the killing of a people, declared illegitimate in the name of a fantasized history and abandoned by an international community that has lost all sense of commonality.
For over 70 years, has the occupying and colonizing regime not been given permission to kill, occupy, expel, torture and commit many other war crimes under the almost passive gaze of an international community that has forgotten its obligations under the eyes of the Nations, and which has favored the impunity status of a criminal state with regard to the imperative norms of international law and international humanitarian law? But it’s not the only one to have been given such permission, and yet it’s the only one that the media seize upon with a voyeur’s appetite and an analysis so misleading that it’s necessary to think critically to avoid falling into the rut of ignominy.
In these discourses, the perpetrator is always the Palestinian, the patented terrorist; it is therefore only natural that he should be hunted down, killed and made headline news since last October. When six million Africans are killed in the Congo region, there is no media coverage of the fact that the commercial exploitation of coltan is leading to the militarization of the region. And that, once again, it’s the people who pay. Their blood is not understandable enough.
The media wake up when a war claims to pit civilized against savage; defending the civilized is morally saleable, so counting the number of savages killed becomes a daily occurrence. And the media feast on the blood of the barbarian, believing that they are participating in a cathartic work to save their world from decay.
If we are to understand how such genocide can be unleashed against an illegally occupied people, and how it can be carried out without much protest, apart from that of organizations and associations fighting for the right of peoples to self-determination and political sovereignty, and that of people whose sense of humanity is offended by the carrying out of such an illicit act, we have to accept that the foundations on which our « humanity » has been built are ontological lies, a thwarted relationship with truth, combined with the power of persuasion to pass off as true what is not.
Let’s not forget the catastrophe experienced by the peoples killed and enslaved by the colonists, the new discoverers of territories with innumerable natural resources supported by their respective royalties in their operation of genocide targeting indigenous peoples and in the commission of crimes against humanity. All this in the name of an ignoble lie that has structured today’s society and built it on beliefs that have created the bedrock of institutional racism: that Africans could not belong to the human race, because of the pigmentation of their skin, any more than could indigenous peoples devoid of soul, state or recognizable culture.
And this ethic of lies continues to structure our societies in the name of capitalist and liberal profit: migrants taking advantage of our advantageous social systems; Muslims wanting to impose Islam on non-Muslims; Palestinians wanting to eradicate the Jews, and the list goes on…
An ethic of lies that has become second nature, and has become so true that it has been adopted outside this country, and has even become the mainstay of a system built on oppression, colonization and the implementation of a policy of apartheid.
Isn’t this what Israeli settlers and their government fantasize about when they say that all Palestinians are not legitimate on their land? This lie was reinforced by the acts committed in the USA in September 2001. Successive Israeli governments have followed suit by declaring that all Palestinians are terrorists, wherever they may be, following a doctrine theorized since the early 1980s by Bension Netanyahu and his son Benjamin, the current Israeli Prime Minister, within the far-right think-tank Jonathan Institute[1].
The identity of the Palestinian must no longer exist, nor his culture, which is pre-empted by the colonizer and when it resists too much, the walls of the theater fall, the administrative managers are arrested or killed during incursions by the occupying army, as in the case of the theater in Jenin.
For those who disguise reality with a false fantasy, the Palestinians are the enemy; from then on, nothing can contradict them, since it’s given for real, to the theatrical killing of the Palestinians. The world looks on, but modestly looks away in the face of horror. There are no words that can give a soul to what has been committed, to those who committed it or allowed it to be committed, even though part of the history of the State of Israel was built on a genocide for which those responsible were legally held accountable. With this genocide, does Zionism think it has reached its climax? The awakening is likely to be difficult, as we contemplate the abjection, indignity and inhumanity committed.
Will those who were at the helm during this genocide one day be brought before the International Criminal Court? Nothing is less certain, given the domination system’s ability to find ways to save the worst criminals by practicing the impunity it initiated at the time of the abolitions.
At that time, the system preferred to save the plantation business rather than punish those responsible for crimes against humanity and genocide.
If, at the time of the abolitions, only the criminals received compensation, while the victims had no choice but to leave the plantation and return, in order to escape the law against vagrancy and become the precarious workers of their former owners, the Israeli state, for its part, while it has been committing countless war crimes, ethnic cleansing and genocide for over 75 years, receives financial aid and military equipment from Western countries that don’t know how to make people forget the crime of lèse humanité committed by whites against other whites during the Second World War. These states know that they must guarantee peace and security, and that they must not in any way participate in the violation of fundamental rights by supporting or aiding the commission of unlawful acts, otherwise they take on the responsibility of being prosecuted for complicity in the commission of genocide, war crimes and crimes against humanity as defined in the Rome Statute (art. 7/8) and in the Convention on the Prevention and Punishment of the Crime of Genocide (art.3-e).
The Palestinians realized long ago that they were only being offered plans in favor of the occupier, not in respect of the right to self-determination and political and national sovereignty. This speaks volumes about the nature of international relations, which are undermined by the argument that Israel has the right to defend itself. Does it have the right to occupy a people, imprison a people, torture a people, impose apartheid on a people, genocide a people?
Does this state have the right to decide the future of Gaza in a sordid, racist « entre-soi » with those who are leading the world to its doom, without even consulting the Palestinians? But isn’t this usual? Didn’t it happen in Berlin in 1885, when the colonizers divided up the African continent?
The tragedy experienced by the Palestinian people means that we must never take the easy way out when it comes to understanding history, but we must pull out the threads, however improbable, because we are not yet finished with the consequences of the « Great Discoveries » that began in 1492. Their analysis helps us to understand where we are now, and the importance of a decolonial process for political and collective reparations for the crimes committed during colonization and enslavement, and for the countless consequences experienced by people of African descent and Africans.
If the Fondation Frantz Fanon had any wishes, they would relate to the urgent need for the damned to mobilize to build a collective decolonial process for reparations. Only by ourselves and for ourselves, the damned of the damned, can we demand that this world that hates us change its paradigm of domination. A voice, a way for Palestine.
